USB 1 has "Full Speed" data rate of 12 Meg/sec;
USB 2 adds a "High Speed" data rate of 480 Meg/sec, and is
backwards compatible with slower devices.

A USB 2.0 Hub (external splitter) won't make the data come out or go into
your computer's USB 1 port any faster. You need to add a USB 2.0
controller (PCI or PCMCIA card) inside your compter to use full speed.
That might have been what Martyn meant, but it's easy to confuse and
external hub with an internal controller. If it plugs into an existing
USB port on your computer, it won't go any faster than the existing
port can go. There's no speed advantage to an external hub, but
you can plug more things in, and perhaps power more things.
On the other hand, using a USB 1 hub with a USB 2 high-speed port
will slow the devices plugged into the hub to 12 M/s max.
