Mike,
    Your work sounds very interesting. Perhaps you could share more of
what you are doing and some samples too?
    As for improving the intelligibility of the speech, you might take a
look at some of the forensic tools used for just that purpose. Sound
Cleaner is one such product. It has a bit of learning curve but the
results are pretty impressive. Take a look at:
