The Waves PS22 "StereoMaker" plug-in is probably the most advanced available these days for converting monaural recordings to stereo. Unfortunately, it's only available for Digidesign TDM systems, and furthermore, it's only available as part of espensive "Bundles" of Waves software. So this means hardly any of us will ever have the chance to try it out.
