Fastest easiest windscreen to build is to go to a fabric store.  I
prefer using material that stretches in all directions such as T-
shirt material.  I also found this with a camo pattern.  Cut a circle
two inches larger than your dish and then fold the edge and sew. Then
thread elastic cord (also from the fabric store) through the folded
edge. Tie off the end. Cut hole in the middle if needed. the screen
then is taught over the whole dish.  I use one very lite material and
one of fake fur. both combined are good to 40 mph which I have only
had to resort to on a few occations.

On the hum. Did you test this indoors near a dimmer switch? Do you
have the same performance outside?  Is the performance the same with
the recorder in a metal coffee can? It sounds like the problem may be
with the wire leads you soldered to the outside being to long.
