Depends how well you saw it. Also maybe Black-faced Cuckoo-shrike or Black-shouldered Kite. Yes the Grey Goshawk is a rare visitor to Canberra but is bigger
than a Kestrel. Would a Kestrel risk chasing it? Pacific Baza has only one ACT record and is much bigger than a Kestrel.

Any chance it was something else, like a Pallid Cuckoo, Rob? They can look distinctly hawk-like at times.
