Could be House Sparrow. The nest you describe is typical, as is the site. And the eggs are pretty variable but often feature the heavier speckling around the blunt end.

... but only after I discovered it was in fact a nest (complete with 3 eggs) and put it back on the parcel carrier of the bike where the mystery bird had constructed it. Because I had thought it was an incomplete nest initially, I took it out into better light to examine it and only then discovered the "pocket" containing the eggs. I think it had already been abandoned as a result of noise in the house upstairs over the preceding few days (house was unoccupied before this), but I put it back with the pocket on top (as shown in this picture). No birds ever returned.
