I've now seen the full paper which possibly answers my question.  Looking at the list of sources: 
  • they should have got COG general records through the Atlas of Australian Birds, (although in the past BLA have not been willing to pass on stuff from COG to 3rd parties).
  • they should have got GBS data through the Atlas of Living Australia.
