My mother had this problem with her Elm in Adelaide. One fellow offered a very 
expensive treatment (like $1000) ... but my brother eventually tracked down an 
appropriate pesticide for about $30. The pesticide had to be coupled with duct 
tape wrapped around the trunk of the tree with the adhesive side facing out ... 
and this trapped the insects as they descended to the ground (to breed I 
think). The tape was black with insects in just a few days.
