According to 2 field guides, that and other features show it as an immature Little Pied Cormorant.

In case anyone is using the black flanks to identify Pied Cormorants, there is also a Little Pied Cormorant with black flanks at Kellys Swamp at the moment (photo from video taken today). The size and facial features of bird in the photograph identify it as Little Pied.
