No it
is not a Whistling Kite, inasmuch as we can tell from out of focus
pictures. There is evidence of barring on the tail, reddish chest colours,
tail is short, square to rounded (not very rounded), it has head
markings, short legs, wing tips are not separated enough and body is too solid
looking. All rule out Whistling Kite. Little Eagle
is only match and more common here anyway.
Note
that I indicated the birds were not the same ones before getting your message
that there was a time gap between these.

of more than one (non-metal) bird in the air - so i suspect I shot two different
raptors. Is the (first or) second set definitely not a Whistling Kite?
The wing shapes look different - though as with planes those are dynamic
structures.
