When I've seen this behaviour elsewhere, the herons have been eating fly larvae.

HANZAB states they will take carrion but have never seen them doing so before. However, I’ve watched them landing in a lambing paddock but didn’t notice them take anything, probably because the omnipresent ravens sent them packing pretty smartly.
