The possibility your bird(s) came from the nearby aviary has been eliminated.  The management says their Neophemas are secured in an internal cage and none have been lost.  The possibility remains they escaped from elsewhere.  Below are snaps of a caged Elegant from that aviary which is very similar.  It seems Elegants are held as caged birds at least as must as Blue-wingeds (both $60 a pair). This leads to the interesting problem that where an escaper is a distinct possibility (as here) a rarities panel would have to determine which Neophema was involved, even though the Blue-winged would be (although vey marginally) within its extended nominal range and the Elegant would not be!  Moreover both species are recommended to be kept apart from other Neophemas because they hybridise readily  -  yet another possibility.    G
