I think you are a tad pessimistic about the people of NSW when you say "...  the elected politicians through a cynical trade off are doing what most of the people want ...".  In the last election for the Upper House the Greens - who oppose the shooting policy got three candidates elected (in positions 3, 6 and 20) while the Shooters and Fishers got 1 elected in position 18.  

I don't think the relative votes of the Liberal and Labour camps can be included since the Liberals have only agreed to this rubbish when they needed the Shooters Party support to gut the electricity system.
