I'd guess it was sunning itself. We have a Willy Wagtail at Bunnings
in Belconnen where I work and we periodically find him stretched out
on the concrete in a patch of strong sunshine between the shade
sails. He literally flattens his body onto the concrete, and then
stretches one wing out to the side. He looks so much like he's been
stepped on that it is quite disturbing the first time you see
it. I've seen other birds sunning more like your bird though, or at
least I've always assumed it was sunning anyway. <grin>
