The bird is sunning itself, possibly to stir up a parasite or two and the
preening may have been a way of getting rid of them. I regularly have
magpies and currawongs sunning themselves it in my yard.

First it puffed up its feathers. Then it tilted one way. Then it tilted the
other way.
I have no idea why. There were no ants on the branch. After some minutes of
the tilting it carried out some very short desultory preening.
