Or just during summer, when most records occur (which it is getting close to). I wonder if the factors getting them here are as quick as the weather over a few days.

Not sure of the weather in Canberra today, but we have hot NW winds in Robertson today.

If that is the same in Canberra, Donald's sighting fits with my experience in previous years. They blow in on the strong North-westerlies, stay a few days and make their way back (presumably).
Certainly I have only ever seen them in Canberra in hot windy conditions.
