I suggest you have answered your own question. Yes it is possible. Actually the answer is that it is a juvenile. Field guides reveal that this is a feature of young birds (e.g. Pizzey: "only throat white"). Do you have this and other books? I recommend that you do.

Is it possible for a white-faced heron not to have a white face?  I shot this in Fremantle, WA last summer.
