I don't know in the case of this particular species but in many passerines, that display is an invitation to copulation by the female to the male.

Dear COGs

This little white-throated gerygone popped around in front of me for a minute or two, and a lot of the time it held its wings a little to the side and fluttered them without attempting to fly.  If you have seen choughs doing the same kind of thing, you will know what I mean.  Was it trying to scare me off, or is this behaviour related to something else?
