Wouldn't say they are common. But then that depends what does "common" actually mean? Noting there is no single word that fits between "common" and "rare". However they are fairly regularly recorded beside Lake Ginninderra for example. Being a well hidden bird, there are probably a lot more of them about than we notice. I would not have thought their call is similar to any local raptor. I would put the Diamond Firetail as the closest to their usual call, a sort of slow rising whistle, is to a local bird.
