Dear Paul and All,
I agree with Philip and Peter that the bird seems to be engaging in "sunning".
 
I saw an immature Eastern Spinebill doing the same thing in what looks like much the same spot at ANBG a couple of years ago (see below photo). I haven't noticed the behaviour since but maybe the bird I saw learned a new trick and now its all grown up but still doing the same thing!!!!!
