Thanks, Philip, for the helpful comments- the GBS report is invaluable for ACT seasonal timing..
In terms of early, I wasn't sure how the behaviour I saw (is it nest reconoitring or actual occupation? - Ill keep checking) fitted as regards the categories "display" and "nesting" - it seems to be about 2-3 weeks earlier than what looked like similar behaviour in 2005.
(and two days ago, a currawong started nest building in a magnolia in our front yard, c 150 m from the possibly disputed nest..too much to hope that the hobby finds this site attractive?).

See the front cover of the GBS Report, which shows their attendance in Canberra (and the text inside explains more). That shows this is not early for their arrival in Canberra. It would be a bit early for a start at breeding. However from what you describe, they are quite likely searching out the available nest sites and if it is suitable they may well take over the nest only after the currawongs have finished with it.
