I reckon Mark is right, although my reasons for thinking that include that Black-chinned Honeyeater was simply mentioned in passing by the observer. So increasing the chance it was a poor identification. If the observer is aware of the status of the bird here and was confident of an ID, surely it would have been given more prominence in his message. If the observer is not a COGite then they may well not be aware of, or interested in putting in a unusual report form.
