A first thought is that in Canada the large owls irrupt Southwards when the lemming population crashes. We were fortunate enough to experience this, in 1991 and thus got to see Snowy owls and a Great grey owl in suburban Ottawa. Has the drought in combination with the fires put sufficient pressure on the mountain possum population to force the powerful owls out of the forests into less normal habitat?
The Canadian owls were more active than the ANBG specimen. One Snowy Owl took up residence in the CBD and was reputed to sidle up to public servants at lunchtime trying to extort a portion of their sandwiches.
My second thought is that I bet the Canberra Times doesn't publish that photograph!
