Could be lots of things but my guess as to what is likely is a Pied Currawong (not their usual calls but they do a drawn out single note that could just maybe be called a whistle. Is your friend someone who knows birds well and can tell you what it is not? Barn Owls give weird shrieks and Barking Owls give the screaming woman call. Not really whistles.
