That's correct.  I still have mine (1991 vintage) in its box so I don't
lose the rosin capsule.  On the back it reads:

   The Audubon Bird Call

   When twisted, this simple birchwood-pewter instrument will produce
   sounds which attract a variety of wild song-birds.  Now the standard
   song-bird call throughout the world.  The capsule contains rosin.
   Use a little of it occasionally to renew the call's voice.  Keep the
   call dry.
