Hi Anthony et al
 
Armed with advice received, on and off the chat line,
and having read the field guides in advance
I refound this bird and am confident it was an adult female Brown Goshawk.
 
The hints:
                    Goshawk                                        Sparrowhawk
                       frowns                                        stares
                        thick legs                                    skinny legs
               magpie to currawong size                   wattle bird to magpie size
                        round tail                                     squaretail.
 
the lesson i have learnt is read the text in the field guides, do not just look at the pictures.
Thanks to the many responders.
Here is a subsequent picture which shows the round tail, but the frown is not as "obvious".
