Drones & birding

Hi all,
I've looked into using drones for (non-bird) survey purposes but was advised
that the Civil Aviation Safety Authority treat all drones as defacto manned
vehicles with similar requirements for pilot and aircraft certification if they
are to be used in any non-amateur pursuit. For the use I had in mind this is
wildly disproportionate and makes the technology prohibitively expensive, and
the penalties are steep so I didn't see the point of pushing it.
So, has this situation changed, or is CASA just being ignored now?

Incidentally, I dread drones becoming commonplace in the bush mainly due to the
noise. Human-noise-free places are hard enough to find as it is...

Cheers
Mark Carter
