That makes sense. Fluoro orange or similar clothing is only designed to be
high-visibility in the day time. They need the reflective strips to be high-viz
in night time.

On ABC Local radio the hunter said that bushwalkers should wear high vis vests
and that would sort it.
Now, regardless of the desire to wear high vis vests or not, a quick google
brings up from a hunting website ...
Much has been made about the use of high-vis orange clothing when hunting. Many
believe that heading afield without at least wearing a small amount of blaze
orange borders on insanity, especially in hunter-heavy areas. However, studies
have proven that even high-vis orange in certain low-light conditions is
insufficient. An analyzation of the Virginia Game Warden's reports, both prior
to and after the legislation of the use of orange in 1987, showed poor results
where accidental shootings occurred in hunting situations. "In nearly
two-thirds of cases (63.9%) of deer hunting accidents in Virginia... the victim
was wearing orange to the legal requirement."

So, not sure I'd be pinning my expectations of not being shot on a high vis
vest.

I wonder how many non-hunters being accidentally shot it will take, before this
excellent bit of policy is reversed. I suppose that depends on what electorate
