Here is a dubiously relevant response.
On my last day in China (21-9-2009) we visited Wuhan zoo. Huge grounds
around a large lake, making quite a pretty venue, but a long walk
between rather desultory looking cages with actually not a lot of
animals to see. Curious to see the pair of goats held in a small pen,
adjacent to and in full view of the lions' enclosure. Most obvious free
range fauna was many Black Swans looking quite at home on the lake (and
surprisingly no native Asian water birds in sight). But I did get within
touching range of a Giant Panda (behind glass though).

Melbourne Zoo have one Mute Swan in the Japanese Garden area. They
probably would not want a bird which had not come from a quarantined
area. Surely if anyone owned a Mute Swan they would know if it went
missing? The aviculturists seem the best bet. Can it fly or is it
pinioned? I gather that the bird is now in
protective custody
Someone told me he had seen white swans on the Yarra at Lower Eltham
Park but I am quite sure that they are white Domestic Geese.
