Nice idea but not likely to be practical. The birds only do this for a few 
days. The amount of time it would take to do that notifying, have a fence, 
change the bus stops, public consultations on bus passengers etc, it would be 
unlikely to work.

I recall the problem when I was at school and remember it as a game to provoke 
them, I thought they were impressive. I do agree that having children lie down 
as initially suggested would be counter productive best to just move away. The 
birds usual get agitated before they start swooping so to avoid them best to 
retreat or go a bit around the area they are defending most closely. I have 
never been hit by them. I think it is mostly show and threat.

Others went on to Magpies (that do regularly make contact). I have been bitten 
in the face by a Pied Butcherbird one time when I stopped to look at 2 recently 
fledged young in a tree.
