Its a global problem so money should be spent where it's most effective
irrespective of national borders. The federal government's climate change
policy has been dismal and some of its ministers' attitudes to science
are just embarassing - but this sounds an excellent move.
Climate change aside the large potential benefits to biodiversity
consrvation - birds included - mean this should be strongly applauded.
