I think that would be an excellent suggestion.

It addresses the economic issue of an "externality", where effects of a
project are forced onto others (in this case, the OBPs).

I think you're right. It would probably make more sense to see if the
windfarm proponents (Wind Power Pty Ltd) would be willing to fund a
breeding
programmme in the Tasmanian breeding location over a number of years
such
that they would release a minimum number of birds into existing
populations.
They would gain points with all parties and genuinely assist a
threatened
species. $200k p.a. over 5 years on active assistance is better than $1m
over 10 years measuring numbers of a rare bird!
