I would have thought that deciding on the best bird taxonomy was a very easy 
business:
1. Read all possible works on bird taxonomy
2. Adopt all splits that will give you extra species
3. Pooh-pooh any splits that won't give you new species
 4. Be open to changing you mind in cases falling under point 3 if, 
subsequently, you do happen to see an extra form.
