Lapwings are common on part of our campus here and some people used to
complain about their noise at night keeping their babies awake, so I looked
into it and found that :

They rarely call at night unless disturbed by a mammal.  I found this was
usually a cat, dog or person.  As this whole campus is a bird sanctuary I
suggested the complainant get rid of their cat.  They and others did and the
birds settled down.  I found cats take their young.  We all found then when
there are no cats or dogs around to encourage them to sound their alarms
they became very good watchdogs.  They then only call if a person enters
their territory.
