I have replied to the researcher after Aust. Kestrel morphometric data. 

It seems to me that there is an increasing trend for researchers not to go 
to the logical places for information.  I seems to me that old fashioned 
virtues, such as doing literature searches etc, are dying.  If I were 
after this sort of information I would approach the organisation 
overseeing bird banding in the relevant country.

The Australian Bird Banding Scheme has a lot of this morphometric data 
(albeit not necessarily in easily retrievable electronic format) as well 
as having record of everyone who has worked on particular groups of birds. 
 A good starting point?
