Freckled ducks

I visited Mount Annan Botanic Gardens today to see the Freckled ducks.
I saw one and it seemed much lighter than illustrations in my birding guide,
also a first for me was the White-eyed Ducks and what looked like to me to
be some Blue-billed ducks, the bills did not seem to be very blue and there
was no sign of white on the body as there is on the female white-eyed duck.
Can anyone confirm that these ducks at Mount Annan are blue-billed ducks.
