In Bayside (Melbourne) there are two wetlands with few Silver
Gull records.

a) Sandringham Golf Course. I reckon this is because no one is
feeding ducks with bread nearby. I saw my first gulls there in
7 years this January (interestingly an adult feeding a begging
young a couple of months after I found our first recorded gull
nests - at Brighton marina). A similar dam+shallow area at
Brighton Golf Course had gulls almost immediately it filled -
regular feeding of ducks etc. nearby.

b) Cheltenham Golf Course - a small dam. Silver Gulls are not
often seen flying over this area (although there may be
dawn/dusk movements
to the tips that we have missed). I guess they go round it
because it is the highest spot for some distance.
