This message from Peter Menkhorst bounced. Here it is in full (apart from one word changed to avoid the filters):

G'day all
further to Bob Berry's posting on access arrangements at the Werribee Treatment
Plant. A few points of clarification regarding 'the spits' and Murtcaim Wildlife
Area may help avoid possible misunderstandings. It is not quite correct to say
that 'Murtcaim is open' - only that part of the former Murtcaim Wildlife Area
that is managed by Melbourne Water has had the access restrictions relaxed. All
of The Spit Nature Conservation Reserve remains off limits, as of course does
the private land owned by ORICA. The nature conservation reserve includes much
more than just the 2 spits. It runs from the mouth of Little River in the north
to the fence of the Pt Wilson Explosives Reserve in the south and extends from
mean low water mark to maximum high tide mark. It extends inland of the 29 Mile
RD [= Pt Wilson Rd] to include all the low saltmarsh herbfield on the west side
of 26 Mile Rd south of the T Section lagoons [= the Hud Godwit ponds].
Basically, if you are on the beach or in saltmarsh vegetation south-west of
Little River then you are out of bounds unless you have a specific permit from
Parks Victoria If you are standing in crappy weed-infested, cattle-grazed
country, then you are probably in the sewage treatment plant.

These restrictions are necessary to provide secure feeding, refuge and loafing
areas for waterfowl, shorebirds and Orange-bellied Parrots.

New permits and maps will be supplied by Melbourne Water in due course and the
new arrangements will be publicised in birding newsletters once the permit
system is reorganised.
