Kim,
Your comments have some merit, but the most sought-after species of
parrots, and therefore the ones that command the highest (black market)
prices, are the rare and endangered ones.  Many of these species do not
breed readily in captivity.  I cannot see how permitting and regulating
trade in other species can benefit these ones.
