Well, they managed to do it in Singapore. Some years back, i read in the local
paper that the Government was employing ex army guys to run around on motor
scooters and pop off crows. I saw a guy in action on Sentosa Island (where the
casino and an entertainment centre is) with a long barreled .22 sniping crows
in the trees. He was using .22 short low velocity ammo, so as not to disturb
the punters. Also the Govt recruited the local gun club

As the gun club guys were using 12 gauges, they tended to stick to less
populated areas.
