I have done some research on this one as it was of interest to me too. The detail of the amendments is found here: http://www.epa.nsw.gov.au/resources/forestagreements/RRGIFOAamend2.pdf

Reading the document, it seems they have removed the requirement for targeted surveys, but replaced it with a new section 3.8 in the IFOA (Integrated Forestry Operations Approval) for the River Red Gum Region, specifically targeting controls in regent parrot habitat: for example -

"Part 3.8 ADDITIONAL RESTRICTIONS – REGENT PARROT
225A Forest products operations and logging operations within Regent Parrot Nest Tree Zones Forest products operations and logging operations must not be carried out between September and December (inclusive) of any year within any Regent Parrot Nest Tree Zone identified on the map in Schedule 7.

..."

A Google search for "targeted surveys regent parrot" found a couple of links suggesting there may be better ways to monitor regent parrot breeding success - for example:

So it doesn't read like they are radically reducing protection of regent parrots. But if anyone has some more local knowledge to comment that would be good.

Loss of breeding hollows in the red gum forest is a key threat to regent parrots, but probably a bigger problem is loss of connective habitats between the red gum and the mallee bush where they feed. They need treetop flyways to avoid predators, and land clearing near the rivers has led to their disappearance from most of the mid-Murray in northern Victoria and southern NSW, except for places like Hattah and Wandown.

Also to the loss of cross-mixing of Murray and Wimmera River populations (e.g. Bronzewing FFR.) One of the environmental objectives imposed on the Iluka sand mining projects at Kulwin and Woornack-Rownack-Pirro (near Ouyen) was to maintain tree cover along roadsides to provide some connectivity between these populations.

When we go malleefowl nest monitoring in Bronzewing every Spring, one of the joys is waking up to the sound of flocks of regent parrots flying into the bush to feed each morning.

In todays Sydney Morning Herald (p33), there is a Public Notice under Clause 69(1) of the Forestry Act 2012. Among the several Notifications in the Notice, is "Notification of Amendment No. 2 to the Integrated Forestry Operations Approval for the River Red Gum Region. This Notification includes the section;
2. Amendments to the Threatened Species Licence
2.1 Removal of targeted survey requirements for Regent Parrot and additional restrictions in Regent Parrot habitat. These amendments were made to to improve protection for the Regent Parrot in the IFOA region." A link is given in the advertisement, but it just comes up as a "not found" and redirects to the EPA web site.

Does anyone know what this notice means for the Regent Parrot?
