I'm surprised you mangaed to make anything of Victorian budget papers. For
my sins, as part of my work, I have to read state budget papers, and I have
found it is almost impossible to make any sense of budget papers from any
state. They seem deliberately designed to conceal the state of finances and
expenditure.
