I suspect they wouldn't want to do it. 

The problem with registering visits by SMS is that they couldn't inform you of 
road closures, etc, like they do now on the recorded message.

Registering by email might be more practical, as they could set up an 
autoreply, but there's still the risk you might not read it. I guess the same 
thing is possible with SMS, but harder to set up, and with the same problem.

A web form would probably fit in best with their safety requirements, but not 
so convenient for those without a "smart" phone.
