The section on the Mallard on the website says that it is not protected in any state, so therefore you could shoot it with impunity any way, unless I am missing something. Also, the test only requires a 75% success rate to pass, that means that when you are on the water, as long as only 1 in 4 birds you kill is protected you are ok, is that right?!
