The article implies that de sexing and microchiping is compulsory, but that
doesn't sound right. In Victoria they aren't compulsory, but the registration
fees are much higher if you don't.
I'm in favour of curfews, but that basically means they have to be confined,
and there are too many people who won't do that. Too much hard work.
