Dear all,  this comes from Andrew Ley:

The "rules" for the formation of the recommended English names for Oz species 
are clearly laid out in the Supplement to Emu volume 77 of 1977 but published 
in 1978 "Recommended English Names for Australian Birds"; they are further 
discussed in Christidis and Boles 1994 and 2008.  The subject was debated at 
length in Wingspan in the lead up to the publication of the first Christidis & 
Boles.  The C&B volumes are followed for taxonomy and nomenclature by most Oz 
bird journals and newsletters.  For some reason the authors of some field 
guides have seen fit to deviate from these standards in some cases.
