A paper examining the genetic differences between western and eastern Ground Parrots has been published and is available at http://www.springerlink.com/content/50n5334736535745/fulltext.pdf The short summary - as to whether they should be split at the species level it's a borderline case, and the authors "cautiously suggest" the recognition of two Ground Parrot species.
