Actually neither is correct, though Shirley is more correct than Peter.
The Hobb's Medal was an initiative of an anonymous donor who wanted the
contribution of amateur birdwatchers who have made an outstanding
contribution to ornithological research in NSW to be officially recognised.
The donor approached the Southern NSW/ACT and Northern NSW Groups of Birds
Australia to administer the award of the Hobbs Medal. In the mid-1990s, the
donor agreed to broaden the terms of the award to include the contributions
of amateur birdwatchers to Australian (instead of just NSW) ornithological
research.

Dear Peter,
This is a correction to your statement that "the Hobb's Medal was founded by
the Southern NSW group of BA". The Hobb's Medal was founded JOINTLY by
Birds Australia Northern NSW Group and BASNA.
