All this strikes me as odd, when compared with the other discussion held some time ago along the lines of people doing annoying things with dogs and having dogs running free (sometimes on the issue of disturbing birds such as waterbirds / waders and other wildlife). The complaint then was that no one official seems to bother them. Here we have complaints (seemingly legitimate) of over officiousness against people innocently bird watching. Maybe bird watchers (or people loitering suspiciously with optical equipment) are a greater nuisance to the general public than what we might think of as rogue dogs. Or are we making a bit much of isolated incidents and paranoid officials?
