There was a post on B-A last year, with details of the closure. It can

The works were supposed to have been finished in December "09, but it
seems they are running a bit late.

some deep soft sections where rocks have been used to fill the track) we
were stopped by a construction worker who insisted that the track was
closed to public access, and told to turn around and head back. There
are no signs when entering Kooragang Nature Reserve to indicate that the
road is closed.
Does anyone know if these construction works are likely to keep the road
closed for much longer? Otherwise it looks like the only way to access
the eastern part of the reserve would be to walk in along one of the
tracks.
